Aging Workforce Culture and Market Solutions
"It appears inevitable that Canada’s labour force is aging and will continue to do so into the next decade, possibly longer. We are all familiar with this forecast and some of its implications. Questions abound about what should be policy and program responses. One approach to gaining more insight into this demographic dynamic is to consider scenarios for the interplay between an aging workforce culture and the labour market. The progression of the bulge of older age classes through the labour market has implications for productivity, labour force and employment growth, and the cost to individuals and governments of remedies. Responses may include education and skills upgrading and targeted dispersion of labour market information. The presentation portrays some selected scenarios and how they may unfold in the context of cultural attitudes to work and learning and the interaction with market forces. Concepts are considered for equalizing marginal costs of attaining “workforce capability” across age classes in the labour force."
